Meeting was called to order at 7:12 p.m.
Present were John Griscom, Chief Ledbetter, Mayor Melton, Bill Morrison, Dr. Nafziger, Irvin Nash, Councilman Plant and Chief Sivley.

PUBLIC COMMENTS, REQUESTS AND QUESTIONS
Mr. Jack Cobb asked to be on the agenda requesting stop bars be placed at the intersections in Kidron subdivision. Mr. Cobb was not present at the meeting, however the request was discussed by the committee. Stop bars are typically not painted in residential areas and it was felt that if they were installed in Kidron, then other subdivisions would be requesting the same. A motion was made by Mr. Griscom to recommend stop bars not be installed. To avoid confusion he was asked to amed his motion to reflect a positive action. He amended his motion to recommend stop bars be installed. The motion was seconded by Chief Ledbetter. The vote to recommend installation of stop bars in Kidron failed by a unanimous no vote.
OLD BUSINESS
Email approval of parade permits for the Maple Leaf Run, Christmas Parade and a Cross Point church 5 K run were ratified.
Recommendation for adoption of a new false alarm ordinance. Due to the length of the ordinance it was decided the members would be given an opportunity to review and discuss the ordinance then an email poll would be taken and if approved it would be recommended to the Council for adoption. The poll was taken with a unanimous recommendation for adoption. This proposed ordinance was brought before the council but failed to pass.
Mayor Melton reported on the status of the parking survey on Mermont Circle. He advised he had not heard back from Skipper and Associates regarding the survey. He stated they were busy on a number of projects for the City and he expected to have the results by the next meeting. This item was carried over to the February 2010 meeting.
The traffic survey for the request for a three way stop at the intersection of Martin Wilson Road at Woodfield was was presented. The study was discussed and it was decided the amount of traffic at the intersection did not qualify for a three way stop. The request for the additional stop signs died for lack of a motion.
NEW BUSINESS
A resident Mr. Stephen Hall had requested removal of the stop signs on Oak Drive East at Majestic Oaks Drive and Sage Circle and add stop signs on Oak Drive East at Hemlock. Mr. Hall was unable to attend due to a schedule conflict. The matter was discussed by the committee as well as four residents from the neighborhood, Mr. Moore, Mr. Corson, Mrs. Baggett and Mrs. Park. Each of the quests explained their concern for having the stop signs removed as well as requesting increased enforcement of motorists running existing stop signs. The matter was discussed at length with Mayor Melton, Councilman Plant and Chief Sivley commenting. A motion was made by Dr. Nafziger to recommend the existing signs remain in place. The motion was seconded by Mr. Griscom. The motion carried with a unanimous vote.
MEMBER COMMENTS
Mr. Griscom inquired as to the success of the curfew ordinance. It was reported that it had been very effective with only 10-15 citations having to be issued. It was further reported that the WalMart and Regal managers both reported a marked improvement in the situation.
Having no additional business a motion to adjourn was made by Mr. John Griscom. The meeting was adjourned at 8:38 p.m.
