Minutes
August 20, 2009
Meeting was called to order at 7:20 p.m.
Present were: John Griscom, Bill Morrison, Dr. Nafziger, Irvin Nash, Councilman Plant, Chief Sivley
There were no guests present
There were no minutes to be approved.
OLD BUSINESS
Stop Sign Removal Hawk Ridge at Falcon - Results of the traffic survey were discussed. A copy of the traffic survey is on file with the police department. Motion to remove the stop signs on Hawk Ridge at Falcon was made my Mr. Morrison and seconded by Mr. Griscom. A vote of the committee was taken with a 6 to 0 result approving removal. The recommendation of the committee to remove the stop signs will be presented to the City Council.
The Model False Alarm ordinance was again presented as the problem with false robbery and burglary alarms continues to increase. A report compiled by Chief Sivley indicates that as of July 30, 2009 there is an 8 percent increase in false alarms over 2008. That figure shows an average of 178 false alarms calls per month answered by the police department. This will equate to approximately 703 man hours and $35,150.00 in salaries.
This problem has been addressed at previous meeting, however since there were new members, and members who were no present during prior meeting it was suggested the members of the committee be emailed a copy of the ordinance for review. Rather than waiting for three (3) months for the next meeting it was agreed that after review and discussion of the ordinance, when everyone was in agreement an email poll would be taken to decide whether or not to recommend the amended ordinance to the City Council for adoption.

NEW BUSINESS
There was a request from Mr. Mark Vincent for a three way stop sign at the intersection of Martin Wilson Road and Woodridge Drive. This was a last minute request and an addendum to the agenda. Chief Sivley advised the police department would conduct a traffic study at the intersection and have the results for the next regular committee meeting.
Speed Cushion install on 100 Block of Oak Street. This was no brought up for discussion due to budget restraints. Will remain on the agenda for consideration until the funds are available for such projects
MEMBER COMMENTS
Mr. Griscom asked if the curfew ordinance was effective. It was reported that it had been very effective and only 10-15 citations had been issued. It was further reported that the Wal-mart and Regal managers both reported a marked improvement in the situation.
Street conditions were discussed as well as potential problems with crowd and parking control at the upcoming football games where an attendance of 10,000 fans are being encouraged.
Having no additional business requiring immediate attention a motion to adjourn was made by Mr. John Griscom.
