Public Safety Committee Minutes
November 15, 2012
Meeting was called to order at 7:00 p.m.
Present were: Chief Ledbetter, Dr. Nafziger, Councilman Plant, John Griscom
Irving Nash, and Chief Sivley
Mayor Melton was out of town
Councilman Plant was absent
There were no minutes to be approved.
There were approximately 15 guests present from the Longmeadow Subdivision.
Since all the guests present were there regarding the Longmeadow Traffic study it
was requested that they hold their comments until the item came up on the agenda
to which they agreed.
(a) Replacing existing speed bumps on Linden and Highland with speed cushions.
Councilman Plant advised he is speaking with the Mayor and is hoping to have this
done in conjunction with the drainage and paving project on these streets. This was
not discussed as it is Councilman Plant's item and he was not present to give us the
The following events were submitted for PSC approval:
(a) Since all the guests present here regarding the Longmeadow traffic study,
and there were three additional studies to be reviewed the agenda was
amended to address Longmeadow first. The traffic study was reviewed
by the audience and committee with questions being submitted by both.
The recommendation was to increase the speed limit on Longmeadow
from 25 to 35 mph and to make the intersection a 4 way intersection.
Motion was made by John Griscom to forward the recommendation to the
City Council for approval as submitted. The motion was seconded by Chief
Ledbetter and carried with a unanimous vote.
(b) Speed cushions and Stop Signs on Oak Drive East. (Mrs. Vought) The traffic
study was reviewed by the committee. At this point it was determined
that there was not sufficient cause to install speed cushions or make the
intersection a 4 way stop. There was no motion for City Council recommendation.
The situation will be reevaluated at a later date.
(c) Chalkville Mountain South bound I 59 Entrance (Mr. Epstein). Request for
outside S/B lane be a dedicated right turn onto the I 59 Southbound
entrance ramp. After discussion this request was forwarded to the
Jefferson County Department of Transportation as this is a county
(d) 4 way stop signs at Birch and Maple (Councilman Plant). This was
tabled until Councilman Plant could be present.
(e) Speed Cushions Missy Lane (Mrs. Klemko) The results of the survey
were discussed with Mrs. Klemko prior to the meeting and she asked
the request be removed from the agenda until she could discuss it with
(f) Volunteer Emergency Response Team. (John Griscom) This proposal
was discussed by the committee. The committee agreed with the concept.
Mr. Griscom was approved to proceed with the proposal to determine if
it is feasible and cost effective to go forth with a recommendation to the Council.
(g) Speed Cushions Hewitt Street. The traffic study for Hewitt Street and
the request for speed cushions was reviewed and discussed by the committee.
It was explained that there was no data from the East side survey as it had
been vandalized three times and there was no data present. However the
West survey data did not indicate speed cushions were cost effective at this.
(h) Left Turn Signal for the North Bound Lane at Main and Parkway (John Griscom).
this was discussed and the consensus was the turn lane was included in the
Highway 11 construction project planned for Main Street. This item was tabled
pending confirmation on those plans.
(a) For informational purposes and input revisions of the solicitation ordinance
and the parade and demonstration permits were discussed. There will be
suggested amendments drafted and brought to the committee for review at
the next regular meeting
